Santiago is a Mexican-qualified lawyer whose practice focuses on investment arbitration, international economic law and multilateral affairs. He works in Spanish and English and is currently developing his professional proficiency in French.
Before joining the MIDS, Santiago served as Legal Counsel (Deputy Director) for nearly three years in the Mexican Government office responsible for representing the State in investment arbitration proceedings. In this role, he contributed to the defence of Mexico in eight cases, drafting factual and jurisdictional sections of key submissions, delivering oral arguments at hearings, participating in pre-arbitration negotiations with investors and managing document production phases, among other responsibilities.
In 2023, Santiago served as Mexico's Youth Delegate to the United Nations, where he drafted and delivered official statements before the First Committee of the UN General Assembly and participated in high-level negotiations and side events. He has also gained professional experience at the OECD, Mexico's Ministry of Foreign Affairs and Galicia Abogados.
Santiago holds an LL.B. from Tecnológico de Monterrey, which recognised him with the “Borrego de Oro” award, the university's highest distinction for academic and professional achievement. Beyond his degree, he has attended the Paris Arbitration Academy and The Hague Academy of International Law, along with other specialised courses. Santiago has also authored three research publications on international investment law.
By undertaking the MIDS programme, Santiago seeks to deepen his command of international dispute settlement and consolidate his expertise across both investment and commercial arbitration, while advancing his research and writing in both areas.
