Horacio is an Argentine lawyer admitted to practice in Buenos Aires. Prior to joining the MIDS, Horacio worked for more than five years as an associate at Dechamps International Law, an international arbitration boutique with offices in London, Buenos Aires and Montevideo.
During this time, Horacio worked on commercial and investment arbitration cases under most arbitration rules (ICC, ICSID, ICSID AF and UNCITRAL) and on disputes involving various industries, including air transport, distribution of mass consumer goods, food processing, oil, and telecommunications. In particular, Horacio has focused on investment arbitrations involving Latin American states. He has also authored a number of publications on investment arbitration issues.
Horacio received his law degree from the University of Buenos Aires. During his studies, Horacio participated in international moot court competitions, such as the FDI Moot in 2016 and the Jessup International Law Moot Court Competition in 2018, and helped coach the teams in the following editions. In 2018, the University of Buenos Aires awarded him a merit-based scholarship to attend Boston University School of Law as an exchange student in the LL.M. in American Law programme for that year’s autumn semester.
Horacio is a native Spanish speaker. He also speaks English (fully proficient), French (intermediate) and Italian (intermediate).
